Two is the year the personality arrives, and the book is built around that fact rather than around the cake.
The child's name and their age are both set through the pages, so it reads as a record of who they are at two rather than as a generic birthday story with a number on the cover. It is also short — deliberately, and to the length of the attention span it is written for, which at this age is the difference between a book that gets finished and one that gets abandoned halfway. Read it at the party if the room will hold still, but the better reading is the ordinary one a week later. By then the birthday is over and what is left is an accurate description of a two-year-old, which is the thing you will want back years from now.
